PowerCenter graphs data relative to Elapsed Time because it better captures power over time. Short breaks have a relative effect on power and should be included in calculations. But, PowerCenter removes those paused data points from the graph.
Some dashboards such as Garmin Connect and Strava graph data relative to Moving Time.
Both graphs will align but the time signature of a particular data point in the PowerCenter has a time signature based on Elapsed Time, and so usually displays a later time.
In the example below notice the jump in the time signature between 14:00 and 17:05. This represents a pause.
